docx: Avoid writing a bookmark-start/bookmark-end outside of a paragraph.

In wordprocessing part of OOXML, the start/end of a bookmark can be from
the document content point of view almost everywhere. Not excluding the
position in between table cells and rows. The limitation to the bookmark
start/end position in ODF 1.2 is too "strict" compared to OOXML.
