Add carousel.yml and parse to build carousel

This commit adds the data/carousel.yml file to parse and build the
carousel of images on the front page. The format should be
self-explanatory, just img/txt pairs.

The images go in /static/img/carousel/

I would try to keep the number of static images down to a smaller
number if possible.
