Description

Refactoring 'convertToPlainAscii' from EncoderLaTeX to Encoder

Refactoring as well related function 'containsOnlyAscii'.
This refactoring is motivated by the fact that those functions
are not specific to LaTeX encoding and thus should be put into
a more general place.
