Remove obsolete code in KisActiveFilterTagProxyModel

Before this commit, the filter proxy would try to filter out
all inactive tags... but the model itself doesn't contain any
deactivated tags, so it's not needed.
This commit removes TODO and getting the 'active' field from database.
