Fix ext_poppler on Windows, disable nss3

Before this commit, ext_poppler wouldn't build because building nss3
would require PkgConfig, which isn't available on Windows.
Since Krita doesn't use nss3 features of poppler, it can be disabled.
This commit disables it so ext_poppler can build without issues.
