Store text view encoding in working set configuration file and use it when reopening the working set. Also: - add optional encoding parameter to IDocumentController::openDocument method - save current working set to disk when switching them (this saves encoding without closing KDevelop)

Note, this does mean encoding will be preserved on next KDevelop startup, but doesn't mean
it will be preserved when closing and opening the same document.
