Updated map, flags and metadata for the new counties of Norway

In January 2020, several of the counties of Norway will be merged,
reducing the number of counties down from 19 to 11. This commit
updates the map, the flags (coat of arms) and the names of counties
and capitals (‘fylkeshovudstadar’ or ‘administrasjonssenter’) to
reflect this change.
