Issues of two-column layout

• Put the "last updated" text on the same line as the "Inqlude is a KDE project" text.
• Make "last updated" text appear only on the home page, not on any of the other pages.
• Remove the container-fluid.content background box and use separate background boxes for the side-bar and main-pane separately. This provides more balance to the layout.
• Add test cases for generating the footer.
