make moving of maximized windows off by default. have had this patch for a while and talked about it with Seli on March 9th but never got around to committing it. after being asked about it _again_ i decided to do cvs ci this allows well designed window decorations to allow the user to jam the mouse into the corner of the screen and close the window.
