Publish Okteta in the Microsoft Store

Description

Okteta will be a useful program on Windows. We should package it and upload it to the KDE Community's account on the Microsoft Store.

Thanks for asking.
I am not aware of anyone who would support Okteta on Windows. I would not, as I joined KDE once to work on and support FLOSS , not to spend free time and add value to proprietary systems, especially those violating privacy principles these days additionally.
I am more and more wondering whether I still fit here.

Other than that, the source code is Free Software under GPL/LGPL, so anyone is free to do with it what they want as long as they comply with the license ;)

Thought, for the argumentation above:

I think providing some of our applications on Windows helps people that can't switch to full FLOSS solutions, like people needing our things at workplaces/universities/schools, where they have no choice but to use what is installed.

@kossebau Just tried Okteta on Windows that is available on https://binary-factory.kde.org/job/Okteta_Nightly_win64/ and it works really well, out of the box. I believe it really has a lot of value making Okteta more visible, especially since users on Windows would also use it on Linux.

In short: I can understand that you don't want to give support and fix Windows-only bugs, but given the current state imho we should publish Okteta. Can I convince you to say "Ok, feel free to publish it, but I won't provide any support"?
