Migration request from IBusConfig to GSettings

Summary:
kimpanel-ibus-panel uses IBusConfig and I'd ask to migrate it to GSettings and delete IBusConfig.

Test Plan: Run ibus-setup and changes "Next input method" or IMEs and KIM panel works fine.
