3D graphics has become fundamental to end-users' enjoyment of their computing environment. Compiz/Beryl and 3D compositors began a foray into 3D screen interfaces with effects like 3D desktop/workspace rotation, wobbly windows, etc. Windows Vista introduced 3D effects for window management, and OS X implemented similar effects for window management (the "genie" minimize/maximize animations come to mind).
Integrating 3D effects further into window management in KDE would introduce a level of eye-candy that no other GUI can match. One good example is the KDE Settings window. When an item is selected, the content is instantly repainted to reflect the chosen setting/option. Instead of instant repaints, it might be very elegant/beautiful to see the contents of each window animated with 3D effects. Content repaints could be animated to look like a page turning, or sliding to the left or right, or rippling left or right, rather than an instant repaint. Selected radio buttons could be remodeled as if they are actual buttons, "depressing" as they are being clicked, with "touchlike" animations.
Not only would this resonate with tablet/mobile users (as they are, literally, touching their screens), but on the desktop, this would outshine any other GUI out there and prove that KDE and QT are better than any that Gnome, Microsoft, or Apple can conjure.

It helps to provide a more intuitive, more realistic presentation of computer as part of a lifestyle, rather than a simple screen with interactive rectangles on it.

LOL It would affect literally everything, from a presentation perspective. All visual elements would need to be, well, probably replaced with 3D models. The window decorators would need to be, pretty much, re-written from scratch. Yeah, it would be a big, big job. Maybe something for Plasma 7. Or...you know... 10.
How we know we succeeded
Linus Torvalds will say, "Wow" in a somewhat unimpressed, but not completely hateful way. You know, instead of his normal "yeah, this is crap, do it again." And the rest of the world, well... I guess you could look for an increased adoption rate. vs. Gnome. ;)
Champions
We want this year's goals to be driven by small teams. Who will be this goals champions if selected? If you don't yet have a small team please mention what you are looking for still so others can step up. We believe a goal generally needs someone who can carry the vision of the goal forward, someone who can technically steer it and someone to promote it.
I am willing to put work into this
Timothy Gravier, Jr. -- although I don't have much programming experience...less in QT libraries, none in 3D graphics. But I'd user-test the crap out of it. :D
