Currently data is collected by default, with no way of disabling it.
This patch makes possible to disable, along with the encouragement messages.
The final data collection is done at submission time, which includes system variables(eg.Qt version) and data that were tracked in ~/.config/kde.org/
Data tracked, among custom sources, include start count and time used. These are also used to time the encouragement messages.
This patch even if it makes possible to disable data collection, it does not fix the conflict with General Principle of [[ https://kde.org/privacypolicy-apps.php | KDE Software Privacy Policy ]]. Which states that software does not collect information without explicit user action.
