I think there are two different actions here.

The colors are sorted using the HSV color model so there is no particular order there. The presets are appear alphabetically sorted counterclockwise.

It does show the consumption based on the memory limits that you set in the performance settings. When you increase those the display will go up.

I investigated this a bit. It effects the animation and the timeline docker.
