there is an app on the android play store ip webcam and i have used this and it works. All you have to do is open the url of the phone with the port in either the browser or in the supported driver which adds the phone as a camera to be used in any application.
How i see it, we can open the "share camera on device" button and clicking it, the camera would show up allowing us to change cameras and flash and other things. On the other side, like on desktop, the driver would via kde connect recognise the camera saying "hey. you now have a new camera up, if you havent installed the driver, do it here". then we would open say skype and select the camera source to kde connect-phone1 and thats it.
