Where can I find changelog from Kdenlive 2023.04.1 to 2023.04.2 ?
And Whole 2023.04.x "major" version ?

The change log is always in the release post on our home page. For the requested version this is https://kdenlive.org/en/2023/10/kdenlive-23-08-2-released/

We discussed this topic during the sprint in November 2023. We do not have the capaticity to maintain a seperate changelog. Please checkout kdenlive.org
