Skrooge on windows with all languages

Hi,

Now, Skrooge is running on windows. Thank you !!!!

But, only with "English" language include.
To include all language, we just need to do a "make getpo" after the cmake and before the "make".

Is it possible to include this "make getpo" in the build process?

This will need a change like 5199e695c2059675c93663c65024e1add1c7454e for Skrooge I imagine.
Thoughts on the best way to accomplish this @vonreth ?
