Folder View recently had several regressions, including one that slipped into 5.14.0, related to keyboard nav.

I propose two basic test cases to start with:

Desktop:

1. set up desktop with two icons
2. click center of desktop to focus it
3. send two arrow key events to verify the desktop icons get selected

Panel:

1. set up panel with folder view in it
2. open folder view popup by click
3. send two arrow key events to verify the item rows get selected
