We should make sure the community is aware of deadlines for talk proposals, and motivate them to submit talks to main tracks at FOSDEM.
The Promo team can also offer help with proofreading and editing proposals, and people who attended the public speaking workshop at Akademy 2018 can share their knowledge and ideas, too.

It's also worth encouraging people to submit talks to the dev rooms when they are announced. Some of them might be good thematic fits. And we can submit talks to both dev rooms and the main track.
Also, if we can keep track of who submits and gets approved, we can then post about it to social media and ramp up interest.
