Plasma 5.13 is due to be released on Tuesday 12th. Jonathan will have made the tars already on Thursday 7th. bshah will do the final release on the Tuesday.
On Monday morning run watcher manually as a test on e.g. khotkeys and check it picks up 5.13 and merges it into Neon/release but not into Neon/release-lts and builds 5.13 (the code for this is in jenkins-jobs/nci/watcher.rb)
If that works then run all the watcher jobs for plasma using ./jenking_retry.rb -p and remember to cancel the shutdown that puts on jenkins
Update etc/lsb-release and etc/os-release in neon:forks/base-files for Neon/release
Check everything in release has built properly then on Tuesday when Plasma has released run mgmt_snapshot_user
Then rebuild the xenial user ISO and when it's published and mirrored announce on neon blog
