Some phabricator emails to kde-frameworks-devel are being held for moderation

"Reason: Message is suspected to be spam"

Unfortunately it seems that one of the usually very reliable blacklists we use, the PSBL, have blacklisted some of Mailgun's mail servers, which we rely on for Phabricator (as it's SMTP adapter doesn't support sending dual HTML/Plain Text email and going just HTML will elicit complaints from parts of our community, as will going just Plain Text)

Let's see if this continues for another 24 hours, and if it does we can look into other steps we can take.

I've made some changes which should hopefully improve this.

I can confirm that the changes I made have been successful, as HTML / Plain Text mail is still being generated with mail being delivered via SMTP (which previously was not the case).
As we are able to deliver using SMTP again, i've switched it to deliver directly through our infrastructure, which won't have the blacklisting issues Mailgun has.
