we need an openqa test which before upgrading installs every single application we have in the neon repos (possibly also all lib* and *-dev that do not conflict with any of the applications) and then upgrades from that.

this should give a more complete picture about the upgradability of our software to bionic

to be implemented as a second test since this is likely taking longer and we don't need
to assert plasma functionality afterwards
