Description

we only build a limited amount of software just now to keep unnecessary stuff out of the build queue.

rest of the software gets added to build as we get closer to ubuntu's release of bionic.

This is specifically controlled by a black, white, and override list in jenkins_jobs_update_nci.rb

This is kinda resolved except for T9285 and T9288 which are there because the repo folders are garbage. So, while I would still get rid of this asap it's not immediately doable and I doubt anyone is going to make it happen any time soon.

Needs a glance at the job-updater output and also checking that everything has been built in jenkins at least once.

The former should be fine with the future/skip/exclude nonesense gone.
