[Akonadi/PSQL] Support DB update with pg_upgrade

Description

Major PSQL updates usually require that user runs pg_upgrade. It would be nice if Akonadi server could handle this automatically.

I consider this major blocker that prevents us from ever suggesting PSQL as default.

Nice! Does this mean that we can start to use PSQL as backend?

@elvisangelaccio PSQL has been officially supported as an Akonadi backend since forever, it's just that major upgrade of Postgres required the user to perform tedious manual upgrade/migration of the data - this task was only about Akonadi being able to detect and perform the upgrade on its own without user intervention.

While I think that Postgres works much better than MySQL, for some reason I still feel uneasy about switching the defaults...
