Please provide libinput 1.9 in Neon

Description

KWin is in the process of gaining a new feature which requires newer libinput (see D9516). After Plasma 5.12 is branched the dependency for libinput will be raised to 1.9 in KWin master. It would be great if libinput could be provided before in order to test this on real hardware and to not cause any problems during the increase.

Seems that the Kwin changes have landed, so unstable builds now fail.

@graesslin Seems the code change intended this option to be ifdef'd, but for some reason fails here?
