Ubuntu Xenial image misses latest Wayland

Description

The old CI system had a PPA included to have the latest Wayland. Please include this again in the Ubuntu image, so that we can depend on a newer Wayland version. I'm not sure which PPA we used to have, but https://launchpad.net/~wayland.admin/+archive/ubuntu/daily-builds looks good to me.

This is required for D8050.

This has now been actioned. Please wait for all "Dependency Build" jobs to complete on the CI system before making any commits which change dependencies.
