They are frameworks 5.35 packages available in backports-landing for Zesty and Xenial. We also have them for Artful in the staging PPA.

In an AA VM, I upgraded using konsole.
After a re-boot, krunner worked, launching kinfocenter, which reports FW 5.35.
Briefly tested the kicker applications launcher, konsole, kate, dolphin, ksysguard, and System Settings.
No immediate, obvious problems.
