Add libDDCUtil to CI

Description

A commit in powerdevil is about to introduce an optional dependency on "ddcutil". http://www.ddcutil.com/

The library is a bit up-and-coming, so it's available packaged in all distros, which is partly why it's optional.
If it is a pain to install, don't worry about it.

Transferring this from the Sysadmin task queue to the CI Board, as this is a long term dependency request.
We're currently pending on packaging.

I can't see a SUSE package in mainline for this at the moment.
I'd suggest you reach out to the packagers and ask them to package it.

Once they've done so we can revisit this but for now there isn't anything for us to do here.

openSUSE package is being done. Progress tracked at https://build.opensuse.org/request/show/520615
Note that since it is a new package for the distribution, it will take a while (reviews) until it actually lands in the distro and then becomes part of the Docker image.
