https://ev.kde.org/rules/sprint_policy.php and https://ev.kde.org/rules/reimbursement_policy.php need to be updated in order to reflect the use of reimbursements.kde.org. Redundant information should be removed.

Three workflow paths:

  1. Someone wants to attend a sprint
  2. Someone wants to attend a trade-show/event for which there is no KDE-presence organizer
  3. Someone wants to attend a trade-show/event for which there is a KDE-presence organizer

For sprints (workflow path 1):

  1. Organizers tell us about their willing to have a sprint
  2. We give him/her a deadline for attendees to register at r.k.o
  3. After deadline we send him/her a list to applications
  4. Organizers decide about who should and shouldn't come
  5. We approve/deny requests in r.k.o

I've updated the sprints policy and removed redundant stuff from there.
