The idea of a Welcome center like how Mint has and I believe Ubuntu Mate was thought of by clive last cycle but nothing came of it. Since it still is VERY early in this cycle maybe we could get a working POC (Proof of Concept) to show to the community (Kubuntu Forums?) and get some feedback. Thoughts?

Nothing came of it because the idea got shot down as people don't want something that is considered nagware on their system. In addition to my -devel ML email [1], I got very negative feedback via off list email and also IRC so I dropped it, therefore I personally won't be involved in working on this.
