Xwayland 1.19 should become available in the near future in the hwe-edge package (https://wiki.ubuntu.com/Kernel/RollingLTSEnablementStack#hwe-16.04-edge),
because it's supposed to be based on 17.04 and 17.04 has XServer 1.19 since some days ago.

Last HWE rollout took almost 6 months, so I'd be wary of assuming landing before September/October.

The HWE Edge package is meant to be running 6 months in front of the HWE rollout though, if I understood the timetable correctly. At least for the last HWE stack (released in February) this was the case.
