Support flags/labels in keyboard layout sni

Description

The Keyboard Layout SNI does not yet show the flags/labels. To support this evdev.xml needs to be parsed to gather all the layout informations and be able to match the layout name to a layout and thus get the correct identifier to create a flag.

Code to create the flags exists in plasma-desktop.
