From what I've seen, either KDE or some sponsoring organization/company needs to actually pay the Outreachy intern (unlike GSoC where Google is the one paying).

This is what they told me in Sept'16:

We contacted KDE about participating in this round, but they don't have funding for an intern. If you know of a company that could sponsor, send an email to outreachy-admins@gnome.org

Yes. We need to figure out how we're going to pay for it.
