T2874 wants automatic weekly merges from debian.

this is however missing QA considerations.

notable example:

• debian renames binary package
• neon needs transitional package, but debian doesn't
• debian gets automerged
• neon releases automerged thing to user/
• half the user installations can't upgrade

At the very least such binary changes need to be detected somehow, then failed upon, and somehow overridden by a maintainer.
Needs discusison and implementation. Possibly also further thinking about QA measures necessary here.
