I think the better solution is to notify a publication request to all the admin in the editor group, so that the first who reads can accept/reject the request.

We can both use the mailing list or a specific rocket-chat channel

I agree with sofia. For now I believe the amount of work needed in this regard is little, so only one person should be ok. This depends also on actually how a course is published. If it's just a "click-a-button" action, anyone with administrative rights may do it potentially, if it's somehow more complicated I don't know

I agree with you all. For now we can use both RocketChat or e-mail notifications. I think that the best solution (at least for now) is to notify an admin with a notification on the site (if possible) and with a related e-mail.

I can send a message to a rocketchat channel with the @all keyword
