I made a halftone filter for Krita. It's under filters->artistic and can be used to make a cute half-tone dot pattern.

While it doesn't support multithreading or adjustment layers, it does allow you to rotate the half-tone grid, resize the dots, change the colors, invert the intensity calculation and toggle anti-aliasing.
