Page delete action for unprivileged users

Description

Non-sysadmins don't have the permission to delete pages.
This is great, because it prevents possibly disruptive actions, but new users get confused by this fact.
We should add an action, which only appears for unprivileged users, which instructs the user to add the {{delete}} template (or something similar)

Ping @atundo, how is delete handled in Course Editor?

Admins can delete everywhere, users only within User namespace. Instead if a user try to delete pages through CourseEditor those are in Course namespace a template called DeleteMe is added.
