Some more context: The current KUrlRequester lives in KIO since it handles all the protocols/URLs understood by KIO. That is useful to have, but for many use cases dealing with local URLs is sufficient and having a dependency on KIO just for that is an overkill.

Moving it to frameworks instead, because it only exists as an implementation detail in knotifyconfig. The KWin issue solved itself by the effect being removed.
