This is only internally used in KDeclarative::setupEngine engine->addImageProvider(QStringLiteral("icon"), new KIconProvider);

If we were to move this, we would need to make it public API. Not sure if that is worth it.

IconDialog is still in KDeclarative, that should probably go to KIconThemes too?

Yep, an extra QML plugin is a bit of boilerplate, but worth the effort from a dependency POV
