irc support has been disabled on a system-level for jenkins, but the job templates still seem to have ircbot active.

the config blocks in the xml causes our job updater to auto-install relevant plugins, since we don't need or want them we should clean up the xml

• remove ircbot block from all nci templates in tooling
• update jobs
• grep data/jobs/*/config.xml for further mentioning of ircbot to see if there are jobs which are either not templated from nci specifically or not templated at all

jobs which are not templated need changing manually I guess. jobs which are not templated from nci just need their template copied into the nci folder.
