move tooling away from shutdown mode

Jenkins breaks pipelines when it is put into shutdown mode. This means we really really need to move away from shutdown mode!

Possible replacements are the job blocker we previously used but then stopped at some point, or a lenient shutdown plugin (unclear if that too breaks pipelines; needs testing; also not clear if we can issue that via API).

This is since fixed and supposedly pause and unpause no longer leave paused pipelines around, which is all we needed from this anyway.
