When using system settings it has a list with the different sections and subsections. Example:

From UX perspective I had expected that the normal system settings page opens (similar to GNOME and Windows).

From what you posted here, it looks like a question and/or discussion, but unfortunately these Tasks on phabricator.kde.org are meant to be used by developers to organize their projects and not for these kind of discussions, or bug reports.
In case you want to ask questions and join discussions, you could check out the KDE Community Forums at https://forum.kde.org, which is probably better suited for your question.
This is probably best expressed as a bug report or forum post rather than a Phab ticket.
