Switch /Craft/BinaryCache/ to the shorter /Craft/BC/ to help with path length issues with QtWebEngine. As it turns out the QtWebEngine developers in their infinite wisdom fully resolve the path they've been unpacked to when running commands. This defeats the normal path shortening mechanisms used by Craft and causes the Windows builds to fail due to the commands being too long for Windows to handle
