Remove apache_allow_txt

Some servers had "Require all granted" instead of "Require all denied"
for *.(txt|log), so I had introduced a host variable to choose behavior.
It turns out the two servers that needed 'granted' (olios and nellie) are
now long gone, so we don't need this conditional anymore.
