Hi @Wantoyo , the Ubuntu packagers (namely @rikmills) noticed that you changed a lot of translated strings back to English.
The changes propagated to the stable LTS branch too (5.12), so as the packagers tried to update the LTS packages on Ubuntu, the Ubuntu stable release updated team is puzzled by this unusual change in stable branch.

Was this change intended?

For example, in systemsettings:

Pretty much all the .desktop files had their translation reverted to English, like in this example.

Sorry for the inconvenience with this. I will fix it.
Please note that in Indonesia most computer users use the English-language
interface. Only a small number use the Indonesian language computer
interface because many of the terms translated will be foreign terms when
they switch from English to Indonesian.

I have been in a linux user group, I submit their opinions about the
translation of the operating system as they want.
80% they want translations that have description sentences translated and
terms, names untranslated.
20% they want to be untranslated.
0% they don't want to be fully translated.

I, as a user, also translate the KDE interface to straighten this gap.
However, I myself am confused which term should not be translated. In this
case I am referring to the context that contains 'name' I think this is the
place where the words that appear do not need to be translated, maybe I'm
wrong. However, I don't want to reduce respect by the translator who used
to work on it.

If this violates KDE policies, I will recover.

For example, all "Names" entries for systemsettings are the names of the configuration items in systemsettings, so systemsettings is showing all items in English right now even when you use the Indonesian language.

Of course the translation rules are up to each language translation team. Maybe you can check what other software do (but FLOSS and not) and follow the same guidelines; probably there are other translation teams for them (GNU, Mozilla, Gnome, Libreoffice, etc - unless you are part of them already).
