Remove a never implemented LDAP backend for KConfig

The code in the kconfig/ldap directory is just a stub,
which does not even access any LDAP library.
The code has been untouched for 10 years
and it is still kdelibs 4.x.
No even need to move it to unmaintained,
because there is no real working code.
