AboveFullscreen breaks Frame_Extents

--Can above Fullscreen windows under x11 ignore
GTK_FRAME_EXTENTS totally. Long story short
such docks can not have beautiful snapping from
kwin and as such the blur area should ignore the
headThicknessGap
