fix #961,Improve Visibility consider WindowsGoBelow

--the following case:
[Windows Go Bellow + Top Panel + Panel Transparency<40%
+ "Improve Visibility" + "Not Forced Solid Background
for maximized windows"]
disables the colorizer because the role of the background
is done from the window titleBar.
