Install Aspell data in a more Crafty location

Without this patch, the data ended up in a not very easily
manageable (craftroot)/lib/aspell-(not-quite-version-number)
location. This moves the data into (craftroot)/bin/data/aspell
which makes it much simpler to manage and find.
