Redo auto-scroll-down once more

• Now won't scroll down when the user manually scrolled up
• Handles window resize much better in concert with the above and when the "do we need a scrollbar" state changes as a result of resizing
• Doesn't completely blow up occasionally and move the last message below the bottom viewport border :P
